The second-hand car export industry in China is gradually emerging, injecting new vitality into the domestic automobile market. The export of second-hand cars not only helps promote the healthy development of the domestic automobile industry, but also expands international trade cooperation and enhances the competitiveness of Chinese automobile brands in the international market. However, the export of second-hand cars involves multiple stages, including enterprise qualification filing, vehicle inspection, export license application, customs declaration, cancellation registration, and tax refund, and each stage requires the preparation of corresponding documents. In order to ensure the smooth progress of the second-hand car export process, export enterprises must strictly prepare and submit a series of documents in accordance with relevant laws, regulations, and policy requirements. The following is a detailed list of required documents for the export of second-hand cars, aimed at providing clear guidance and assistance to enterprises.

1. Enterprise qualification filing:

Copy of the business license of the enterprise legal representative. Customs code and unified social credit code for enterprises. A commitment letter signed by the legal representative of the enterprise and stamped with the official seal, promising that the submitted materials are true and valid, and there are no illegal or irregular behaviors. The production enterprise shall provide a certificate of "Announcement of Road Motor Vehicle Production Enterprises and Products".

Circulation enterprises are required to provide proof of property rights or usage rights for their business premises, qualification certificates for second-hand car appraisal and evaluation professionals, documents proving the sales or trade situation of automobiles, and financial audit reports for the previous year.

2. Application for Export License:

Export License Application Form, including Vehicle Identification Number (VIN), exporter and shipper information. A legally binding export contract, including after-sales service content. Original or scanned copy of the Motor Vehicle Registration Certificate. Product testing report issued by a third-party testing agency. Declaration that the exported vehicles meet the target market access standards.

3. Vehicle inspection and evaluation:

Inspection report on the exterior, interior, and safety performance components of the vehicle. Vehicle maintenance record inquiry service.

4. Export customs declaration:

Vehicle Identification Number (VIN). The product name should be filled in the format of "old vehicle brand displacement model".

5. Cancellation of registration:

Export customs declaration form. Export license. Other relevant certificates as stipulated by laws and regulations.

6. Export tax rebate:

Export Tax Refund (Exemption) Filing Form. Purchase and sales contracts, transportation documents, customs declaration documents, etc. for exported goods.

7. Other documents that may be required:

Copy of the business license stamped with the official seal of the enterprise. Original ID card of the agent. Written power of attorney.
